The PASS Sutura program aims to strengthen the health system by improving the provision of care in the targeted health districts, so that they serve as training models for the entire country (SO1). It also seeks to provide the Ministry of Health, Population and Social Affairs (MSP/P/AS) with an insurance model adapted to the rural world and the informal sector, integrated into the National Institute of Medical Assistance (INAM) (OS2). Finally, it aims to make the Ministry more efficient in its role as a learning institution and regulator of the health, population and social affairs sector (OS3). The objective of the mid-term evaluation of the programme is to assess the performance of its implementation and to analyse the synergies, complementarities and relevance of the approach in a context of insecurity.
